Ingredients

For the fish

  • 1 lb (450 g) small whole fish such as smelts, anchovies, or small sardines, cleaned and heads left on
  • 1 cup (125 g) all-purpose flour
  • 1 tsp sweet paprika
  • 1 tsp fine sea salt
  • 1/2 tsp freshly ground black pepper

For frying and serving

  • About 3 cups (700 ml) mild olive oil or sunflower oil, for shallow frying
  • 1 lemon, cut into wedges
  • Flaky sea salt, to finish
  • Fresh parsley leaves, optional garnish

Directions

  1. Pat the cleaned fish very dry with paper towels; moisture will prevent a crisp coating and cause splattering.
  2. Combine the flour, paprika, salt, and pepper in a wide shallow bowl and whisk to blend evenly.
  3. Heat the oil in a heavy skillet or deep pan to about 350°F (175°C), or until a pinch of flour sizzles immediately on contact.
  4. Working in small batches, dredge each fish in the seasoned flour, shaking off the excess so only a thin, even coat remains.
  5. Carefully lower the fish into the hot oil in a single layer and fry for 2 to 3 minutes per side, turning once, until deep golden and crisp.
  6. Lift the fried fish out with a slotted spatula and drain on a wire rack set over a tray (or on paper towels) to stay crisp; do not stack.
  7. Repeat with the remaining fish, allowing the oil to return to 350°F between batches, and season each batch lightly with flaky sea salt while hot.
  8. Pile the fish onto a warm platter, scatter with parsley if using, and serve immediately with lemon wedges for squeezing over the top.

Cook’s Notes

  • Use the freshest small fish you can find; size matters more than variety, so aim for fish no longer than your palm.
  • Maintain oil temperature between 340 and 355°F; too cool and the fish absorb oil, too hot and the coating burns before the flesh cooks.
  • A wire rack keeps fried fish crisper than paper towels, which can trap steam and soften the crust.
  • For a more traditional Malaga touch, serve alongside chilled fino sherry or a wedge of crusty bread and a simple green salad.
  • Leftover fish are best eaten the same day, but you can re-crisp them in a 400°F oven for 4 to 5 minutes if needed.
