In a small bowl, stir the yeast and 1 tablespoon of the sugar into the warm milk and let stand 5-7 minutes until foamy.
In a large mixing bowl, whisk together the flour, remaining sugar, and salt. Add the yeast mixture, egg, melted butter, and vanilla, then stir to form a soft dough.
Turn the dough onto a lightly floured surface and knead 8-10 minutes until smooth and elastic. Place in a greased bowl, cover, and let rise in a warm spot for about 1 hour or until doubled in size.
While the dough rises, whisk the coconut cream, sugar, salt, vanilla, and melted butter together in a bowl. Pour this mixture into a 9×13-inch (23×33 cm) baking dish so it sits about 1/2 inch deep.
Punch down the dough, divide it into 8 equal pieces, and shape each piece into a smooth round ball.
Arrange the dough balls evenly in the coconut cream bath, leaving a little space between them. Cover loosely and let rise 30 minutes until puffy.
Preheat the oven to 375°F (190°C). Brush the risen dough tops with melted butter and sprinkle evenly with sugar, cinnamon, and toasted coconut.
Bake 30-35 minutes until the tops are golden and the coconut cream has thickened and reduced slightly around the buns.
Let the rolls cool in the pan for 10 minutes so they absorb more coconut cream, then serve warm, spooning extra cream from the bottom of the pan over each roll.
